Passage Limited was founded on the relationships and connections cultivated
over many years through our work in international conferences and business events,
with partners both in Japan and around the world.

In the Way of Tea, the principle of Ichigo Ichie teaches us to treasure
each encounter as a once-in-a-lifetime moment, approaching it with sincerity and care.
International conferences and business events are likewise a series of
such special moments—where people meet people, and cultures meet cultures.

We approach each encounter with thoughtfulness and genuine care,
gently nurturing new value through every exchange we are part of.

Kayo Nomura

Kayo Nomura began her career in 2001 at Congrès Inc., where she was engaged in the planning and management of international conferences. From 2013 to 2019, she served as a Council Member of the International Association of Professional Congress Organisers (IAPCO), contributing to the advancement of the global meetings industry alongside international leaders. In 2018, she successfully led the planning and delivery of the IAPCO Annual Meeting in Tokyo, which received high acclaim.

In 2019, she joined the Japan National Tourism Organization (JNTO) as a Chief Specialist in the MICE Promotion Department, where she spent nearly seven years promoting Japan as a destination for international association meetings and contributing to the successful attraction of numerous events. Building on her extensive experience and global network, she founded Passage Limited, where she continues her professional journey.

Throughout her career, she has gained hands-on experience from three distinct perspectives: a private PCO, an international industry association, and a national tourism organisation. This unique combination enables her to provide strategic advisory and consulting grounded in a comprehensive and multifaceted understanding of the industry.

Her experience also includes government-led bidding initiatives for international meetings, collaboration with global industry associations, and extensive networking through major international trade shows such as IMEX Frankfurt and IBTM World.

Today, drawing on her international network and deep understanding of Japanese culture, she is dedicated to creating meaningful encounters that bring people and cultures together—fostering new value through international meetings and business events.

KEY ACHIEVEMENTS

Activities at JNTO (Japan National Tourism Organization)

  • Promotion of International Conference Bidding
    Led strategic initiatives to attract international conferences to Japan—including bidding activities—by forming “Team Japan” in collaboration with association clients, as well as with local hosts in Japan, including JNTO MICE Ambassadors and convention bureaux in prospective host cities.   • Destination Partnership with IAPCO (August 2021 – Present)
    Played a key role in establishing the partnership, based on long-standing relationships developed during service as an IAPCO Council Member (2013–2019), creating opportunities to promote Japan as a destination for international conferences to IAPCO member PCOs worldwide.
  • Japan Study Tour (Invitation Programme for Core PCOs)
    Since 2022, has continuously invited leading Core PCOs from IAPCO to Japan, planning and delivering tailored inspection programmes to showcase Japan’s capabilities as a host destination for international conferences.
  • Japan Virtual Visit (during the COVID-19 pandemic)

  • Human Resource Development & Industry Collaboration
    Invited former IAPCO Presidents over four consecutive years to deliver the IAPCO Hosted EDGE programme in Japan, contributing to the development of globally competitive professionals and strengthening Japan’s overall capabilities in attracting international meetings.

  • IAPCO Council Member (2013 – 2019)
    Participated in Council Meetings held three to four times annually in various countries, contributing to the development of the global meetings industry.
  • Successful Bid for the IAPCO Annual Meeting 2018 (Tokyo)
    Played a key role in securing Tokyo as the host city, contributing to enhancing Japan’s recognition as a destination for international conferences.
  • Consistent Participation in IAPCO Annual Meetings (2004 – 2025, 18 editions)
